​Resolutions

​Resolutions to Prioritize or Endorse Legislation for the 2027-28 Biennium
 
The Convention resolution process is the Council’s primary mechanism for identifying priority policy objectives for the upcoming legislative biennium. Resolutions adopted by the delegates form the basis of the Council’s Legislative Agenda for the full 2027–2028 cycle. A resolution to prioritize legislation directs the Council to take a lead role and commit resources accordingly. A resolution to endorse legislation authorizes the Council to engage in a supportive capacity.
 
Submitting resolutions at Convention ensures that our legislative priorities are established with full affiliate participation and that adequate time is available for research, coordination, and coalition‑building before the Legislature convenes. Affiliates are encouraged to bring forward proposals at this year’s Convention that reflect the needs and opportunities anticipated across both the 2027 and 2028 legislative sessions.
 
To maintain a coherent and strategic agenda for the biennium, proposals for new priority legislation introduced for the first time in the 2028 supplemental session will be discouraged.
 
Erin Frasier is available to review and provide guidance on the development of any legislative resolutions prior to submission. 
 
Resolutions for Convention action should be in the hands of the Executive Secretary of the Washington State Building and Construction Trades Council as soon as possible, or postmarked, no later than May 18, 2026, as provided in the Constitution.
